This is in many senses the most crucial phase out of the four phases of the Swajaldhara programme. Decisions taken at this stage affect implementation and the subsequent operation and maintenance of the scheme. This phase consists of several activities which are summarised below and described more fully in A Brief Description of Swajaldhara Activities.
- Awareness Generation in Selected Habitation by the staff of the SO.
- Community Mobilisation through a series of community meetings to motivate the community to initiate group activities and form the Village Water and Sanitation Committee (VWSC).
- Formation of the VWSC and Habitation Water and Sanitation Committee (HWSC) which will be responsible for the implementation of the scheme. The members of these committees are elected by the respective communities.
- Participatory Resource Mapping and analysis of hygiene practices.
- Opening of VWSC Bank Account.
- Selection of SO for Implementation assistance and contract between SO and VWSC
- SO Capacity Building
- VWSC/HWSC Capacity Building
- Feasibility Study of Drinking Water Source & Needs Assessment on Hygiene Practices. This study will be carried out in a participatory manner by experts from the SO.
- Mobilisation of the Community Contribution of 10% cost contribution for source establishment by the VWSC.
- Technology option selection by VWSC facilitated by the SO.
- Preparation of Community Driven Action Plan / Implementation phase proposals
- Preparation of Detailed Scheme Report: The VWSC with the help of SO does the field survey and prepares the engineering design and the O&M plan
- Participatory Review of the Process: A team will be constituted taking two members from each committee and carry out participatory review
- Construction of Demonstration Units: only if TSC is also being carried out simultaneously.
- Technical Sanction: The plans prepared above will be submitted to the GP for onward transmission to the DSU
