1. Start Up Phase

The activities in this first phase are listed below. In the Sector Reform Pilots Project (1999 - 2002), this phase was originally supposed to be for 9 months, but was subsequently shortened to just 3 months

This phase comprises the following activities:

  1. Institutional Set-up at State, District, and Gram Panchayat Levels

  2. Opening of District Level Bank Account

  3. Undertaking a Baseline Survey

  4. Identification of NGOs, Training Institutes, Resource Centres etc.

  5. Setting in place a monitoring mechanism

  6. Orientation and Training of SWSM and DWSM

  7. Selection of Habitations/Village

  8. Selection of the Support Organisation

  9. Orientation and Training of DSU

  10. Gram Panchayat (GP) Orientation

  11. First Phase SO Capacity Building

  12. Final Selection of Habitations:
